The African Union (AU)-International Labour Organization (ILO)-International Organization for Migration (IOM)- German Corporation for International Cooperation (GIZ), Joint Programme on Labour Migration Governance for Development and Integration (better known as the Joint Labour Migration Programme or JLMP) in Africa is a long term joint undertaking between the four organizations, and the United Nations Development Programme (UNDP). It is the instrument dedicated to the implementation of the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development which were adopted by the Assembly of Heads of States and Governments (AU/Assembly/AU/20(XXIV)/Annex 3, January 2015) in Addis Ababa, Ethiopia, January 2015. Its strategy is focused on intra-African labour migration. It is in line with and supports the achievement of the First 2023 Ten-Year Plan of the AU Agenda 2063 and of the Sustainable Development Goals (SDGs).

Under the overall supervision of the Director, SLO in Addis Ababa, under the direct supervision of the JLMP Programme Coordinator at the AUC, and in close cooperation with the Programme steering committee, the Programme Support Officer (Joint Labour Migration Programme (JLMP)) will support the coordination and implementation of the Programme.

The Programme Support Officer (Joint Labour Migration Programme (JLMP)) will be part of the AUC Programme Support Unit (PSU) and be placed at the AUC in Addis Ababa.

**Responsibilities**

1\. Support coordination and communication with IOM, ILO, GIZ and other stakeholders to verify if activities are being carried out as per the work plan approved by the Steering Committee of the programme; bring issues to the attention of the supervisor.

2\. Consolidate and draft portions of periodic narrative reports in accordance with standard reporting policies and procedures defined by the reporting and Monitoring and Evaluation (M&E) mechanism of the programme.

3\. Contribute to the drafting of position papers, talking points and policy briefs on labour migration in the continent.

4\. Assist the Programme Coordinator in organizing the Steering Committee and project technical committee meetings.

5\. Support the implementation and monitoring of the programme against the JLMP Logical framework and assist in tracking compliance with agreed donor requirements; identify implementation obstacles and propose possible solutions.

6\. Support the organization and coordination of workshops, training and meetings; prepare minutes and draft relevant reports.

7\. Maintain a network of stakeholders for active information sharing.

8\. Support project evaluations according to the M&E mechanism of the JLMP, in coordination with M&E Officer.

9\. Maintain a calendar of events related to the project and ensure implementation and coordination of the same, as appropriate.

10\. Identify and document best practices and lessons learned from the project as well as for external knowledge sharing.

11\. Maintain and update all project-related documents and files for future reference and record in order to contribute to the project’s knowledge management.

12\. Contribute to the monitoring of project implementation, identify problems, and propose action to expedite the delivery of outputs.

13\. Analyze progress and implementation reports and identify and document significant project events, decisions, problems, or deviations.

14\. Identify areas for collaboration, and facilitation of cooperation on specific initiatives with other regions to encourage information exchange and capacity building.

15\. Perform such other duties as may be assigned.

**Required Qualifications and Experience**

**Education**

- Master’s degree in development economics, Political Science, Business Administration, Project Management, Public Administration/Management or a related field from an accredited academic institution with two years of relevant professional experience; or,
- Bachelor’s degree in the above fields with four years of relevant professional experience.

**Experience**

- Experience establishing and maintaining strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society or private sector entities;
- Demonstrated experience on labour migration, project management, and programme implementation, including monitoring and evaluation (M&E) and reporting;
- Experience in budget formulation, financial and financial management and administration;
- Experience in supporting the development and maintenance of partnerships with government counterparts, UN agencies, donors, and INGO partners;
- Capacity to provide technical advice in the area of labour, employment and labour migration, labour market information systems, as well as on AU Policy Organs relevant for the project implementation, policy oversight and monitoring (Specialized Technical Committee on Social Development, Labour and Employment, Executive Council, Assembly of Heads of States and Government, Pan African parliament, etc);
- Experience in working with the RECs, IOM, ILO, GIZ and Donors on the fields of labour, employment, social protection, labour migration and labour market information systems; and,
- Working experience and collaboration with continental and regional social partners’ organizations (Business Africa, OATUU and ITUC Africa); M&E, follow-up on employment, labour and social protection policy frameworks, including MS, RECs and international partners.

**Skills**

- Familiarity with the Labour migration aspects, Labour migration policy and legal frameworks;
- Familiarity with the AU-ILO-IOM-GIZ Joint Programme on Labour Migration Governance for Development and Integration (better known as the Joint Labour Migration Programme or JLMP) in Africa;
- Knowledge of, and ability to perform a variety of conceptual analyses in the field of the project;
- Problem-solving capability;
- Ability to communicate effectively both orally and in writing in either French or English;
- Ability to prepare high quality and technically sound reports;
- Ability to work in a multicultural environment; and,
- Excellent command of office software, such as MS Office, spreadsheets, and databases.

**Languages**

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
