A series of recommendations were identified, including the need to strengthen IOM’s Victim-Centred Approach. Over the past decade, IOM has increasingly been seen as a strong player supporting PSEAH efforts within the United Nations (UN), Inter-Agency Standing Committee (IASC), and amongst the humanitarian community. IOM's strategic approach to PSEAH focuses on five priority areas: 1) Leadership and Organizational Culture; 2) Institutional Accountability and Transparency; 3) Capacity-Development, Training and Communication; 4) Quality and Accessible Victim Assistance; 5) Partnership and Coordination. IOM’s PSEAH strategy prioritizes ensuring access to quality, timely and safe assistance for victims/survivors of SEAH. Building on ongoing efforts to strengthen IOM’s response to victims/survivors, the consultant will work closely with the global SEAH case management team to further develop global tools, guidance, training materials and analytical outputs to support IOM operations.

**Responsibilities**
**Category B Consultants**: Tangible and measurable outputs of the work assisgnment
**Deliverable 1**: Development of tools and guidance related to IOM’s Victim/Survivor SEAH Victim/Survivor Support Package (VA Package).
- **Deliverable 1a**: Support the development and refinement of tools, templates and operational guidance under the VA Package.
- **Deliverable 1b**: Contribute to strengthening guidance related to SEAH victim assistance and survivor-centred approaches.
**Deliverable 2**: Training and capacity development
- **Deliverable 2a**: Develop and update training materials, modules and resources on SEAH victim assistance.
- **Deliverable 2b**: support in the delivery of trainings/webinars for PSEAH Officers and Focal Points and support adaptation of materials based on feedback.
**Deliverable 3**: Technical support, analysis and knowledge management
- **Deliverable 3a**: Provide remote technical support to PSEAH Officers and relevant staff on the application of victim assistance tools and approaches.
- **Deliverable 3b**: Analyze trends, patterns and gaps related to SEAH victim assistance.
- **Deliverable 3c**: Contribute to knowledge management, including documentation of good practices and lessons learned.
**Performance indicators for the evaluation of results**
**Deliverable 1:**
- Tools, templates and guidance under the VA Package finalized and validated.
- Practical adaptation of tools for field implementation.
**Deliverable 2:**
- Training materials developed and finalized.
- Trainings/webinars delivered within agreed timeframe.
**Deliverable 3:**
- Technical support provided and documented.
- Analytical outputs produced and validated.
- Final report submitted, including good practices and lessons learned.
**Invoicing**
Invoices should be submitted at the end of each month (or every other month) basis using the following suggested format divided by deliverables.

Finalization and validation of tools, templates and guidance under the Victim Assistance (VA) Package, including practical adaptation for field implementation
- **10 days**
Development and finalization of training materials on SEAH victim assistance and case management.
- **3 days**
Delivery of trainings/webinars within agreed timeframe, including incorporation of feedback.
- **3 days**
Provision of technical support to PSEAH Officers and documentation of support provided.
- **3 days**
Development of analytical outputs on trends and gaps related to SEAH victim assistance and case management.
- **3 days**
Submission of document with good practices and lessons learned.
- **2 days**
**Qualifications**
**Required Qualifications and Experience**
**Education**
- Master's degree in Gender, Psychology, Social Work or a related fields in an accredited institution with at least two years of professional experience; or,
- University degree in the above fields with four years of professional experience.

**Experience**
- At least two years of experience working on Gender-based Violence (GBV) case management programmes;
- Proven experience in the development of specialized guidance materials and capacity building for GBV, Child Protection specialists and guidance on mainstreaming PSEAH for non-protection specialists, preferably with IOM and other UN agencies; and,
- Experience in humanitarian action, recovery and transition and/or development programming.
**Skills**
- Excellent and proven knowledge of gender equality, GBV and/or PSEAH programming with advanced knowledge and skills in coordination, capacity development, child protection, GBV or SEA case management and risk mitigation.
**Languages**
All staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, and Spanish).
For this consultancy, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
**Travel Required**
As required and covered separately.
