Within the framework of the Syrian Center for Media and Freedom of Expression’s work to support transitional justice processes in Syria and to enhance their inclusivity and representation, the Center is implementing a project aimed at empowering youth (aged 18 to 29) and strengthening their capacity to actively engage in transitional justice processes and contribute to the work of relevant national bodies.

This project includes conducting specialized trainings on transitional justice and youth engagement, organizing dialogue tables that bring together youth and key stakeholders, and supporting the development of youth-led policy papers, thereby contributing to enriching public debates and shaping directions related to transitional justice.

Accordingly, the Center announces its intention to contract a service provider (Trainer in Transitional Justice) to conduct **two in-person trainings in Damascus,** each lasting four days. These trainings will target youth from legal backgrounds and those interested in legal matters, as well as youth affected by the conflict (aged 18 to 29), in accordance with the following:

## **1. Preparation of Work Plan and Training Materials**

- Design an interactive training methodology and develop specialized training materials covering transitional justice in the Syrian context, including processes, comparative experiences, youth engagement, advocacy, and policy influence, with a focus on youth participation in transitional justice processes and bodies.
- Provide a detailed timeline outlining the training phases and implementation steps.

## **2. Training Implementation**

- Conduct two interactive trainings (4 days each) in Damascus for approximately 20 participants per training.
- Use participatory training methods and provide practical examples and case studies, including relevant comparative experiences, to enhance practical understanding and develop participants’ skills.

## **3. Final Report Submission**

- Prepare a comprehensive training report, including performance evaluation, analysis of results, and recommendations for future interventions.

## **Required Qualifications**

- Minimum of 5 years of experience in training on transitional justice and related topics.
- Proven experience in designing and delivering training sessions and preparing interactive training materials.
- Strong familiarity with the Syrian context, including patterns of violations, conflict actors, and dynamics relevant to transitional justice.
- Experience in training youth or other stakeholders in transitional contexts is an added advantage.
- Proficiency in Arabic (written and spoken) is essential, as the training will be delivered in Arabic.
- Residence in Syria or readiness and ability to travel to Syria during the training period.

- Trainer’s experience and capacity to prepare and deliver the required training – **70%**
- Financial proposal – **30%**

Interested service providers must submit their proposals **by email only** (with attachments) to the email address indicated in the table below, with the subject line: **“Trainer in Transitional Justice”**. Proposals sent to any other email address or without attachments will be rejected.
We also encourage interested applicants to submit any questions for clarification prior to proposal submission.

Only shortlisted candidates will be notified within one week of the submission deadline. Selected candidates may be requested to participate in an interview as part of the evaluation process.

في إطار عمل المركز السوري للإعلام وحرية التعبير على دعم مسارات العدالة الانتقالية في سوريا وتعزيز شموليتها وتمثيلها، ينفّذ المركز مشروعاً يهدف إلى تمكين الشباب والشابات (من 18 إلى 29 عاماً)، وتعزيز قدرتهم على الانخراط الفعّال في عمليات العدالة الانتقالية والمساهمة في عمل الهيئات الوطنية ذات الصلة. ويشمل هذا المشروع تنفيذ تدريبات متخصصة حول العدالة الانتقالية وتعزيز مشاركة الشباب، وتنظيم طاولات حوار تجمع بين الشباب وأصحاب المصلحة، إضافة إلى دعم تطوير أوراق سياسات يقودها الشباب، بما يسهم في إثراء النقاشات العامة وتطوير التوجهات المرتبطة بالعدالة الانتقالية.

بناء عليه، يُعلن المركز عن رغبته في التعاقد مع **مزوّد/ة خدمة (مدرّب/ة في العدالة الانتقالية)** لتنفيذ تدريبين حضوريين في مدينة دمشق، مدة كل منهما أربعة أيام، يستهدفان فئة الشباب/ات من القانونيين/ات والمهتمين/ات بالشأن القانوني، إضافة إلى الشباب/ات المتأثرين/ات بالنزاع (من 18 إلى 29 عاماً)، وذلك وفقاً لما يلي:

- تصميم منهجية تدريبية تفاعلية وتطوير مواد تدريبية متخصصة تغطي العدالة الانتقالية في السياق السوري، بما يشمل العمليات والتجارب المقارنة وتعزيز دور الشباب-ات والمناصرة والتأثير في السياسات، مع التركيز على انخراط الشباب-ات في عمليات وهيئات العدالة الانتقالية.
- تقديم جدول زمني تفصيلي يوضح مراحل التدريب وخطوات التنفيذ.

**2. تنفيذ التدريب**

- تنفيذ تدريبين تفاعليين (4 أيام لكل تدريب) في مدينة دمشق لعدد يقارب 20 مشارك/ة في كل تدريب.
- استخدام أساليب تدريب تشاركية وتقديم أمثلة عملية ودراسات حالة بما في ذلك الاستفادة من التجارب المقارنة ذات الصلة لتعزيز الفهم التطبيقي وتطوير مهارات المشاركين/ات.

**3. تقديم تقرير نهائي**

- إعداد تقرير تفصيلي عن التدريب، يتضمن تقييم الأداء وتحليل النتائج والتوصيات المستقبلية.

**المؤهلات المطلوبة**

- خبرة لا تقل عن 5 سنوات في التدريب في مجال العدالة الانتقالية والمواضيع المرتبطة بها.
- خبرة مثبتة في تصميم وتنفيذ الجلسات التدريبية وإعداد مواد تدريبية تفاعلية.
- إلمام قوي بالسياق السوري، بما في ذلك أنماط الانتهاكات وأطراف النزاع والديناميكيات ذات الصلة بالعدالة الانتقالية.
- خبرة في تدريب الشباب/ات أو غيرهم من أصحاب المصلحة في السياقات الانتقالية تُعد ميزة إضافية.
- إتقان اللغة العربية (كتابةً وتحدثاً) شرط أساسي، نظراً لأن التدريب سيُقدَّم باللغة العربية.
- الإقامة في سوريا أو الاستعداد والقدرة على السفر إليها خلال فترة تنفيذ التدريب.
