World Vision is seeking a consultant or consultancy group to develop a regional Training of Trainers (ToT) package, establish a regional pool of master trainers, and integrate drowning prevention into World Vision Field Office programming. It will also include contextualization through rapid assessment and identification of sustainable delivery pathways to ensure long-term impact across the World Vision East Asia Region, aligned with World Vision’s Humanitarian Emergency Affairs (HEA) roadmap priorities.
This aims to reduce preventable registered child deaths and injuries related to drowning by strengthening survival swimming skills, water safety awareness, and community-based prevention systems, implemented with initial focus on Cambodia and potential for regional scale-up.
**Deliverables:**
1. Develop a contextualized regional Training of Trainers (ToT) package, including curriculum (modules), facilitator manuals, participant materials, competency standards, and basic assessment tools.
Review relevant global and regional drowning prevention approaches and develop a contextualized Training of Trainers (ToT) package tailored with modules to the East Asia context. This will include
\- A structured training curriculum organized into thematic modules covering water safety, survival swimming, risk awareness, how to contextualize water safety feasibility studies and water rescue principles
\- A facilitator manual providing clear guidance for training delivery, including session objectives, sequencing, and facilitation approach/notes
\- Designing the training flow, methodology, and structure to ensure a balance between theoretical knowledge and practical application
\- Preparing all required training materials and delivery resources
\- Participant materials designed to support learning and post-training reference
\- A competency framework outlining the expected knowledge and practical skills of trained master trainers
\- Assessment tools to evaluate both theoretical understanding and practical competencies during the training
2. Design and deliver a regional Training of Trainers (ToT) programme in Cambodia, convening 20–22 participants from Cambodia, Myanmar, Vietnam, Laos, and Thailand and provide internationally accredited certification and support in quality assurance framework for trained master trainers
a. Facilitating the full ToT programme in line with the developed curriculum and training structure
b. Delivering both theoretical and practical components of the training, including guided exercises and demonstrations
c. Conducting structured assessment of participant performance based on the defined competency framework
d. Applying the agreed certification criteria to determine successful completion
e. Issuing internationally recognized certification for participants who meet the required standards
f. Documenting training outcomes, including participant performance, completion status, and key observations
3. Final report with key learnings and recommendations
a. Summary of activities undertaken
b. Overview of the ToT delivery and participant outcomes
c. Key technical and operational insights from the training process
d. Practical recommendations to inform future adaptation, replication, and scale-up of the approach
