Background and Context:

Informal Economy” held in October 2024. The TWG brings together representatives from the Government of
Iraq, workers’ organizations, employers’ associations, the European Union (EU), and international partners to
guide the transition towards a formal economy and the expansion of social security coverage.
The first TWG meeting reviewed recommendations from the national conference, discussed sectoral and
geographical priorities, and agreed on initial measures such as forming a national steering committee,
advancing legal and administrative reforms, piloting tripartite regional committees, and prioritizing sectors
with high levels of informality. It was implemented through the European Union-funded Social Protection
Programme for Iraq, "Leveraging Effective Response and Accelerating Reform," with the International Labour
Organization (ILO) as the implementing agency. The National conference held in October 2024, aimed to unify
and coordinate national efforts to establish a National Strategy to Extend Social Security Coverage and
Business Registration across different geographical locations and sectors for the period 2024-2028.
Building on this, the second TWG meeting, held on 3 August 2025 in Baghdad, reviewed progress in social
security coverage, identified key structural challenges, and advanced the governance framework for
formalization. It focused on aligning coverage targets and highlighted key challenges including low coverage
levels, gender disparities, limited inspection capacity, and regional disparities. The meeting also emphasized
expanding stakeholder representation, strengthening institutional coordination, and scaling up successful
tripartite committee experiences, alongside measures to improve registration, enhance inclusion of women
and persons with disabilities, and strengthen administrative and digital systems, laying the foundation for
advancing the national formalization strategy.
Following these developments, the Ministry of Planning has formally issued a letter inviting 15 relevant entities
to nominate their representatives to the Formalization Steering Committee. This step reflects strong
government ownership of the TWG process and marks the formal establishment of a national governmental
committee. Accordingly, the third TWG meeting is expected to serve as the first meeting of the Steering
Committee.
Purpose for this Service:
The International Labour Organization (ILO) is seeking an event management company to provide
logistical support for the third meeting of the Technical Working Group on Formalization. Scheduled for
27 April 2026 (TBC) in Baghdad (9:00 AM – 2:00 PM).

Objective:
The third TWG on Formalization meeting, to be held on 27 April 2026 in Baghdad, aims to operationalize the
outcomes of previous TWG discussions by formally launching the Formalization Steering Committee.
Following the issuance of an oꢀicial letter by the Ministry of Planning to relevant ministries, institutions, and
social partners, requesting the nomination of representatives to the committee, the meeting will mark a key
transition from the TWG coordination phase to a government-led institutional framework.
The meeting is expected to serve as the first session of the Steering Committee, bringing together nominated
representatives (expected to reach approximately 15–17 entities) to confirm the committee’s composition
and formally establish its mandate. It will also provide an opportunity to align members on roles and
responsibilities, coordination mechanisms, and the overall process for developing the National Formalization
Strategy.
In addition, the meeting will initiate discussions on priority areas for action, including strengthening
institutional coordination, advancing social security coverage, and improving the registration of workers and
enterprises, in line with the directions agreed during previous TWG meetings.

Number of Participants: The total number of participants is estimated to be between 40 and 45.

Payment
According to the ILO policy, the payments of services are performed 30 days after receipt of service.
The payment schedule will consist of a single payment, issued aꢂer the compleꢀon of the service and upon
receipt of the invoice and required documents from the supplier, in line with ILO's saꢀsfacꢀon with the service.
Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier.
Important Notes:
The supplier will be billed to ILO based on the actual number of parꢀcipants and service.
