TDA focuses on promoting rule of law, good governance, civic engagement, and evidence-based policy reform, working closely with civil society actors and stakeholders across Syria and the diaspora.

- ## **Background**

As part of the project **“Responsibility Sharing in Syria’s Transitional Context”**, TDA seeks to strengthen the capacity of Syrian civil society actors to effectively engage in and advocate for decentralisation during the transitional period.

Building on findings from consultations and research, TDA will deliver **capacity-building sessions** targeting civil society organizations working on governance, peacebuilding, human rights, and civil peace. These sessions will combine **theoretical knowledge and practical tools** to help participants translate decentralisation concepts into actionable advocacy strategies.

- ## **Purpose of the Assignment**

The Trainer will design and deliver a **capacity-building programme on decentralisation and advocacy**, equipping participants with the knowledge, skills, and tools needed to engage in policy dialogue and promote decentralised governance in their communities.

- ## **Scope of Work**

The Trainer will undertake the following tasks:

- **Training Needs Assessment Support**

1. Contribute to the design of a **short needs assessment tool** (survey or questionnaire) to identify participants’ knowledge gaps and training priorities.
2. Review results of the assessment (in coordination with TDA) to tailor training content accordingly.

- **Curriculum Development**
- Design a **comprehensive training curriculum** covering:
- Key concepts of decentralisation (administrative, political, fiscal)
- Governance structures in transitional contexts
- Legal and institutional frameworks in Syria
- Role of civil society in governance reform
- Advocacy strategies and policy engagement tools
- Ensure the curriculum includes:
- Interactive methodologies (case studies, group work, simulations)
- Practical exercises linking theory to real-life advocacy scenarios
- Context-specific examples from Syria
- **Training Delivery**
- Deliver **capacity-building sessions** (in-person or online) in coordination with TDA.
- Facilitate participatory discussions and ensure inclusive engagement of all participants.
- Guide participants in:
- Developing advocacy messages
- Identifying stakeholders and power structures
- Designing advocacy initiatives related to decentralisation
- **Training Materials & Documentation**
- Prepare all training materials, including:
- Presentations
- Handouts
- Practical tools (advocacy planning templates, stakeholder mapping tools, etc.)
- Contribute to:
- Training report summarizing sessions, outcomes, and participant feedback
- **Deliverables: The Trainer is expected to produce:**
1. Training Curriculum & Agenda ( 5 days)
2. Training Materials (presentations, exercises, tools)
3. Delivery of Training Sessions
4. Training Report, including:
- Summary of sessions
- Key outcomes

- ## **Reporting & Coordination**
- The Trainer will report to the Director of the programs and work closely with:
- Research team (to integrate findings into training content)
- MEAL team (for needs assessment and evaluation)
- Advocacy team if needed
- ## **Qualifications & Experience**


- A degree in Political Science, Governance, Public Policy, or a related field
- Minimum **5 years of experience** in:
- Training and facilitation
- Governance, decentralisation, or public policy
- Strong knowledge of the **Syrian context** and the civil society landscape
- Proven experience in **advocacy training and capacity building**
- Excellent facilitation and communication skills
