**Position Overview**
GPRA is seeking experienced **Evaluation Consultants** to support ongoing and upcoming humanitarian and development evaluations. Current assignments include:
- A learning outcomes assessment in South Sudan (Save the Children)
- An evaluation of the *Poverty Reduction: Capacity Development and Vocational Training towards Sustainable Employment* programme in Lakes State, South Sudan (Sign of Hope/BMZ)
- Gender Research for WE‑Action in Ethiopia, focusing on gender equality, women’s empowerment, and barriers affecting women and girls in humanitarian and development contexts
Additional work is anticipated in Kenya, South Sudan, Sudan, Somalia, Ethiopia, Nigeria, Democratic Republic of Congo, Syria, Yemen, Lebanon, Nepal,
Consultants will contribute to baseline, midline, and endline evaluations, as well as thematic studies across multiple humanitarian sectors. This role is ideal for professionals who thrive in flexible, remote environments and enjoy contributing to high‑impact, multi‑country projects.
**Key Responsibilities**
- Lead or support mixed‑methods evaluations (quantitative, qualitative, participatory).
- Develop theories of change, MEL frameworks, and indicator reference sheets.
- Design survey tools, sampling strategies, and data collection protocols.
- Produce high‑quality reports, learning briefs, and presentations.
- Train enumerators and support field teams to ensure data quality, safeguarding, and ethical compliance.
- Collaborate with GPRA’s core team to deliver rigorous, timely, and actionable evidence.
**Required Qualifications**
- 5–10 years of experience in monitoring, evaluation, research, or learning within humanitarian or development programs.
- Demonstrated experience conducting evaluations for UN agencies, INGOs, or government programs.
- Strong quantitative and qualitative analysis skills.
- Proficiency in at least one analysis tool (R, Stata, SPSS, Python, NVivo).
- Experience in humanitarian sectors such as protection, gender, GBV, health, education, migration, or livelihoods.
- Excellent writing and reporting skills.
- Ability to work independently, remotely, and across time zones.
**Preferred Qualifications**
- Experience in fragile, conflict‑affected, or displacement settings.
- Sector expertise in gender equality, GBV, SRH, child protection, health systems, or social protection.
