Action For Humanity (AFH) delivers high-impact humanitarian and development programmes in sectors including education, livelihoods, protection, and health. In Jordan, AFH supports vulnerable Syrian and Palestinian refugees as well as Jordanian host communities through sustainable and locally led initiatives.

The Programme Manager will be responsible for the overall management and successful implementation of the "LIFE+ Project (Livelihoods and Inclusion for Employment)" in Jordan. This initiative aims to improve the socio-economic inclusion of vulnerable youth and refugees by equipping them with market-relevant vocational skills, business and life skills, and start-up support. The programme Manager will ensure high-quality delivery, effective coordination with stakeholders, strong financial oversight, and compliance with AFH and donor requirements. The role should provide overall programme oversight in Jordan, while also leading partnership development and business development efforts to grow AFH’s operational footprint and funding portfolio in-country.

The role goes beyond single-project management and is responsible for:

- Strategic oversight, quality assurance, and coherence across AFH’s Jordan programmes
- Programme expansion and pipeline development
- Donor mapping, donor engagement, and resource mobilisation
- Representation, partnerships, and positioning AFH as a credible and scalable partner in Jordan

The postholder will ensure strong delivery of existing programmes (including livelihoods, food security, and seasonal projects), while actively identifying and securing new funding opportunities, developing partnerships, and supporting the strategic growth of AFH’s Jordan portfolio.

**General Duties/Responsibilities:**

Programme Oversight & Management (Jordan)

- Provide overall technical and managerial oversight of AFH programmes in Jordan, ensuring quality, coherence, and alignment with AFH’s strategy and donor requirements.
- Support programme managers and project leads with planning, implementation, and troubleshooting across sectors (e.g. livelihoods, education, health, protection).
- Lead and/or oversee needs assessments, market assessments, baseline studies, and programme design processes.
- Ensure programmes are delivered on time, within scope and budget, and in compliance with donor, national, and AFH requirements.
- Promote integrated, multi-sectoral and scalable programming approaches across Jordan operations.
- Identify opportunities for programme adaptation, scale-up, or replication based on learning and context analysis.

Business Development & Resource Mobilisation

- Lead donor mapping and funding landscape analysis for Jordan, identifying priority donors, funding instruments, and partnership opportunities.
- Proactively identify new funding opportunities aligned with AFH’s strategic priorities and Jordan country strategy.
- Lead or coordinate the development of concept notes, proposals, budgets, and donor submissions in collaboration with country and HQ teams.
- Maintain a Jordan funding pipeline and tracker, ensuring timely follow-up on opportunities and submissions.
- Support donor due diligence, partner assessments, and compliance requirements during proposal and contracting stages

Donor Engagement & Partnerships

- Build and manage strong relationships with institutional donors, foundations, UN agencies, INGOs, and local partners in Jordan.
- Represent AFH in donor meetings, coordination forums, cluster meetings, and partnership discussions.
- Support the negotiation and management of partnerships, sub-grants, and consortium arrangements.
- Act as a key focal point for donor communication on programme performance, funding opportunities, and strategic engagement.
- Contribute to visibility, positioning, and relationship-building efforts to strengthen AFH’s profile in Jordan

Programme Quality, MEAL & Reporting

- Ensure strong programme quality standards across all Jordan projects, including compliance with CHS, safeguarding, and accountability commitments.
- Oversee MEAL systems and ensure data-driven decision-making, learning, and adaptation.
- Ensure timely and high-quality narrative and financial reporting to donors and HQ.
- Support documentation of lessons learned, best practices, and success stories to inform programme improvement and fundraising.

Team Leadership & Capacity Building

- Line-manage and technically support LIFE+ staff, ensuring clear roles, performance management, and capacity development.
- Promote a culture of accountability, collaboration, learning, and ethical conduct.
- Support project coordinator and staff to strengthen programme management, proposal development, and donor compliance capacities

Risk Management & Compliance

- Identify project risks (contextual, financial, operational) and apply mitigation measures.
- Ensure compliance with AFH policies, donor regulations, safeguarding standards, and Jordanian laws
- Ensure all activities comply with AFH safeguarding policies and promote inclusion and safety of all participants, especially women and persons with disabilities

- Skilled in project design, proposal development, and project cycle management.
- Strong reporting, documentation, and data monitoring experience.
- Proficiency in MS Office, including Outlook, Excel, and PowerPoint.

**Qualifications and Education Requirements**:

- Bachelor's degree in international development, business management, Project Management, Social Sciences, or related field.
- A master’s degree in a related discipline is desirable.

**General Work Experience**:

- Minimum 7–10 years of relevant experience in humanitarian or development programming.
- Proven experience in programme management and oversight in Jordan or similar contexts.
- Demonstrated experience in business development, donor engagement, and proposal development.
- Strong understanding of institutional donors, UN agencies, foundations, and funding mechanisms.
- Experience in managing vocational training or entrepreneurship projects targeting youth, women, or refugees.
- Familiarity with cash-based programming and community development approaches.
- Experience in conducting baseline surveys, needs assessment and market assessment.
- Experience managing multi-sector programmes and/or consortia is a strong asset.
- Experience working with INGOs and/or national NGOs in complex operating environments.

**Language Requirements**:

- Fluency in Arabic is required.
- Proficiency in English is highly desirable.
